Is ICANN a Hobbit? On "unregulation."
Jack at I were at the Markle Foundation in New York today to speak about the book, and as is so often the case, ICANN and domain name governance came up.
Carol Cosgrove-Sacks, until recently the United Nations' Director of Trade, asked whether an Internet that increasingly reflects the will of individual nations, as our book suggests, won't inevitably need a more globally responsive domain name system. In other words, she asked whether, in the long run, ICANN just cannot survive.
Esther Dyson, who happened to be at the event, gave a most interesting response. "Domain name governance" she said (and I paraphrase) "is like the One Ring. You can't trust anyone with its power."
While she didn't say this, ICANN under this logic is basically like a hobbit -- an organization too weak to be a threat to anyone.
"ICANN has two things going for it" said Dyson, "it lacks power, and it lacks legitimacy. If ICANN tried to do anything controversial, the U.S., Europe, Japan, and the world internet community would resist and put a stop to it."
So is that a good enough answer? Is a decent result enough, or does the process matter?
The question is central to our book. In writing Chapter 3 of our book we interviewed, among others, Ira Magaziner -- who shed very helpful light on the whole process that lead to ICANN. (Readers may be particularly interested in his discussion of the famous 1998 "show down" with the late Jon Postel.)
The view taken by Magaziner and others in the Administration parallel Dyson's hobbit thesis. The idea was something like this: the U.S. government needs to step in to prevent regulation of the Internet. Call it "unregulation," or regulation to stop regulation.
That seems like a paradox, yet for Americans, how you feel about "unregulation" is a key to future debates over the internet and internet policy (it is crucial to the network neutrality issue, as I'll discuss later this week). In short, given the enormity of government power, our book says that sometimes people will want and need government to keep the internet free from, yes, government, and governments.

It just amazes me people can say this given that ICANN has already done some pretty bad stuff -- like enact a UDRP that violates basic norms of due process.
Ok, it's not on a par with breaking the Internet, but from any other body we'd say that was pretty bad, wouldn't we?

The thought of governments forming a threat to the internet strikes me as unintuitive. As far as I seem to perceive, governments have hardly discovered there is an internet yet, let alone that they have had time to form an opinion about it, or even assess it as a threat.
And looking at this from another angle, the internet barely seems to be something that the government can be involved in. The idea of internet governance seems as preposterous to me as having a department of sweet sixteen parties, or a ministry of apple pie (also known as "podcasting").
But of course, that says as much about me as about governments and the internet. To me, the internet is a collection of voices. And voices have in common that they are personal and unique. In many ways they are the exact opposite of what governments stand for.
A good internet lets these voices connect in an optimal way. Of course, that is not at all that different from what a government (or at least an idealized government) tries to achieve for its citizens. But governments do that because they have to, and nation-state governments do what they have to do because of silly dotted lines on maps, and a sense of identity that they try to attach to these lines. I am not sure governments are needed on the internet. What's the identity of a nation-state on the internet?
Of course, that is not at all that different from what a government (or at least an idealized government) tries to achieve for its citizens.

( "Kavousanonikolis"), and organ and lauto player Manolis Kavoussanos (Kavousanonikolis' son)
and father lyra player Nikos Kavousanos offered us a unique evening in the populous Siteians
after the holy pilgrimage to the Virgin Mary . It was a fantastic
August night with traditional Cretan music and modern Cretan repertoire.
The spaka.wseas.org was there and took unique pictures. The lyra player Nikos Kavoussanos is (as Nikos Vezyrakis)
a promising artist and Ushant the spirit of the modern era plays syrta and purposes which are characterized by rich
harmonization Wandering in the lean line of old goals which have dominated unspeakable accompaniaments ( double "ison").
Perhaps the introduction of Electronic Organ in the orchestra (which played with great skill his father, Manolis Kavoussanos)
is a development in the Cretan our music but "kills" the old traditional, melodic, the Byzantine style.

Assumption: 15 August 2008
With the traditional Greek brilliance we celebrated also the 15th of August of 2008
in every village and town of Sitia. In spaka, we had Great Vespers see www.spaka.wseas.org
to the Virgin Mary in the village below and then epsallisan the praise of the Dormition.
In the morning Matins and I. Administration
at the end of which the former Emmanuel said in a special honour and worship that we show to the orthodox Theomitora.
Going from spaka to Faneromeni Sitia with the car yesterday evening on August 14 saw many believers
in every village to go on thanks. Old women, old people, children,
young boys and and young girls met each other in churches located within the picturesque
cobbled streets of villages or in the green hills with olives, cypresses and pine trees.
They put
candle to the Virgin Mary, Assumption and offered alchoolic beverages ("raki") and local sweets in the Church.
In the Faneromeni Trachila Sitia (or Liopetro)
the Assumption was celebrated with the Miraculous and Historical Icon of Virgin Mary
(it was found by a shepherd in a small cave) which was the forerunner of the Municipality Philharmonic Sitia.
The Deputy Minister of National Defense k.Giannis Plakiotakis and the Mayor of Sitia k.Nikos Kouroypakis was there.
We estimate that more than 10000 loyal proskynisan from 1 to August 15, the Lady Phaneromeni.

ABOUT LINDOS

Lindos is 50 kilometers south from the town of Rhodes. The village retains the colour and atmosphere of another era. Dominant the romance element, which occupies the visitor, just arrived in the village.

At the top of the hill dominates the famous Acropolis of Lindos, and the ruins of the temple of Athena Lindias who are looking to the sea.

Concert in Lastro: Great concert with many known artists of the Cretan Music held in our neighboring village, Lastro, yesterday evening, July 30. The concert was one of the best ever made in the prefecture. There were many works by artists main feature representation of all trends and "schools" of the Cretan Music: R. Dailis (ie Ntaiily), S. Petrakis, Chainides, B. Vardakis, Psarogiorgis, K. Avyssinos and many others.
Special mention in Vangelis Vardaki do that with genuine style violatorou eastern Crete vasta and firmly cultivates the tradition. The kontylies reminded us of the old villagers our violatorous Fragkiadogiorgi, Perrakis, Maridonikoli now terpoun idymolpes melodies with their favorites our people to another world.

NEO: TRIBUTE TO MAHI OF CRETE

Let us dedicate the efeteini anniversary of MACHIS OF CRETE in makaristo geronta - choriano our former GENNADIO (former Gennadius Syllignakis).
The former GENNADIOS was a sacred form worthy of the great ethnomartyron - ieromartyron genus. It should be honored not only by Sfakianous, but by all the Greeks for diversified and to the bitter end of the patriotic action in difficult times of occupation. As abbot in Toplou Monastery was the Head of the National Resistance in the region, from where and communicated with the headquarters of the Middle East and take orders. (The above longitude and latitude characterize precisely the point incised national road San Nikolaou - Sitia with the provincial Way: spakas - Mochlous, namely the point between the old cafe and shop Rafti John Striligka). Furthermore, we are 30 kilometres west-southwest of the town of Sitia.
How many are (or better how many stayed)

Two Possible Etymologies the Name of the village:

2) The Venetian Vailos the wider region had 4 daughters. The first and best to Sofia said. At this point I'd like to say that despite the fact that on the national road signs indicating the name of our village and English as spaka, orthoteron would be as if anagrafeto Sphaka or even orthoteron as Sphaca. This is because we know that the Greek Glossis transfer to the Latin alphabet, but also in apasas Community Latinogeneis language requires the transcription of fthongou φ as ph (and not as f) as well as the fthongou k c (and not as k). For this reason, in many documents Venetians, British travellers, but American archaeologists (oitines recently aneskapsan of the spakas epineion, Mochlos, but also against this evriskomenin nison Psyllon) our village is listed as Sphaca, or rarely Sphaka, and never spaka. The Venetian and Ottoman village exikolouthi named spaka and those still kataktitas. Noted that the Sitia (Sitia or Siteia) during the times of Ottoman ysterous elegeto by the Turks Imnie.
The Greeks (or Greeks or orthoteron Romioi as elegonto residents and then as even today can be aftoapokaloumaste terastias for the sake of cultural heritage which we left the pammegisti Greek Orthodox Empire of Times Media (legomeni and "Byzantine")) not echrisimopoiisan ever, the Turkish name.
